The research aims to develop a suggested proposal for applying Evidence-Based Management (EBM) in pre-university education institutions in Egypt as an approach to develop the management practices of their leaders. To achieve this aim, the theoretical framework of the research explored the theoretical foundations of the (EBM) approach and their implications on the management practices in education institutions. The research was also concerned with determining the current state of the (EBM) approach in pre-university education institutions in Egypt. Descriptive research method was used as it is appropriate to the topic of the research, which focuses mainly on exploring the nature of the (EBM) as a quite new management development approach to the field of educational management.
A preliminary copy of the suggested proposal was developed and presented to a number of experts in the field of educational administration and educational planning to seek their views on it. Implementing the experts’ suggestions, a final copy of the suggested proposal was developed. It included: the proposal’s premises, goals, components, enablers to its implementation, expected obstacles to its implementation, and the mechanisms to overcome them.
