Higher education institutions in the Kingdom, represented by Saudi universities, set out to adopt and apply the concepts of comprehensive quality, with the aim of working on continuous improvement in the educational product and its outcomes, and raising the efficiency of its employees. To ensure that Vision 2030 achieves its goals, attention must be given to total quality management and its applications in the field of education in general, and higher education in particular, and to benefit from the experiences of developed countries in the field of quality, most notably the Republic of Singapore, which established the Singapore National Award for Total Quality in 1994. The National University of Singapore also ranked second among the fifty best universities in Asia, and Singapore ranked first in the Higher Education Quality Index issued by the World Economic Forum in Davos for the year 2015/2016.
