Abstract

            Governments around the world have recognized the importance of entrepreneurship education; and at all levels a campaign has emerged to promote projects through entrepreneurship education.
       Entrepreneurial ecosystems have become an active area of ​​research, and have received increasing attention and contemporary political discussions around the world. Despite this clear interface between culture and entrepreneurship, the research efforts directed towards them are limited, so we need to provide deeper interpretations of entrepreneurial culture research, and there are many calls In this regard, perhaps the most urgent research is to determine the extent of the cultural orientation of individual entrepreneurs, and their tendency towards entrepreneurship.
      The current study examines how to foster a culture of entrepreneurship in Egyptian higher education institutions, as it is a building block in the literature on the ecosystems of entrepreneurship, especially related to entrepreneurial culture, as it aims to identify and develop educational approaches to entrepreneurship, which can provide analytical structures to improve the role of Entrepreneurship in higher education, and how to benefit from it in the Egyptian higher education, with the help of designing a proposed framework for the main elements in the culture of entrepreneurship. The study highlighted the most prominent current practices in promoting the culture of entrepreneurship; by studying the efforts made To spread the culture of entrepreneurship in the two study cases: the Arab Academy for Science, Transport and Technology, and the University of Alexandria.  
     The study relied on the use of a comparative methodological framework consisting of combining  the comparative education research method and proceeds in four steps (i.e. description, interpretation, juxtaposition, and comparison). and assessment items for university-based entrepreneurship ecosystems (U-BEEs) , Especially on one of its aspects related to entrepreneurial culture.The U-BEE items are applied to exemplify the similarities and differences of the process by which entrepreneurship education developed in two institutions in the two study cases; (the two centers of entrepreneurship for the University of Alexandria, and the Arab Academy for Science, Technology and Maritime Transport).
