The current study aimed to measure the level of availability and importance of ethical leadership competencies among administrative leaders in the Kingdom of Saudi Arabia from the point of view of a sample of male and female leaders and employees in the government sector. The study also sought to know the differences between the level of importance of moral competencies and the level of availability from the point of view of the target sample, and to identify the differences in the level of availability of competencies in the light of gender variables and leadership levels.
The scale was applied to a random sample of male and female employees in the government sector in the Kingdom of Saudi Arabia, as the total number of the sample (n = 6537, of whom 5280 were male, 1257 female). The estimated value of internal consistency in the Alpha Cronbach method was 0.948. The correlation coefficient between the scale elements and the overall scale of the scale is greater than 0.3. The results of the study in its entirety indicated that the level of importance of ethical leadership competencies is high, while the level of availability of moral leadership competencies is lower than the level of importance. The results also showed that there are statistically significant differences between the level of importance and the level of availability of leadership competencies in favor of the level of importance. Moreover, the results showed that there are statistically significant differences in the level of importance and availability of leadership competencies, according to gender and the leadership level.
