Investing in Constructing Learning Communities and Governance of Expenditures in Egyptian University Education Predictive Vision in light of the Effectiveness-Cost Analysis Approach

Abstract

            The aim of the research is to provide a predictive relationship between investment in constructing learning communities and governance of expenditures in Egyptian university education in light of standing on the cost and effectiveness of each of them, and the research uses the descriptive and analytical method, and the effectiveness cost analysis approach, and the research reached the existence of a reciprocal relationship, a cause-and- effect relationship, a positive relationship it is expected between investment in constructing learning communities and expenditure governance in Egyptian university education, and then investment in constructing learning communities must be supported as an input to the governance of expenditures in Egyptian university education, and vice versa. In other words, it is necessary to go towards the governance of expenditures to secure the additional resources needed to cover the cost of constructing learning communities in Egyptian                  university education
