Abstract

The study aimed to support the social containment of the marginalized students through displaying the theoretical framework of marginalization, identifying the theoretical foundations of the social inclusion  and concluding the most prominent child's rights in local, regional and international covenants and legalizations; plus indicating techniques of supporting the social inclusion  amongst the marginalized students from the experts' view points, and setting a future vision for the marginalized students in the light of some covenants and legislations.
The current study used the descriptive approach and relied on one of the methods of future studies, which is the Delphi method to reveal mechanisms for promoting social inclusion  of marginalized students from the point of view of a group of experts. The sample of the study was the experts interested in social inclusion, social solidarity and the care of the marginalized. Number of respondents among the experts was (46) experts, through designing three rounds of questionnaires sent to experts at successive periods: The first round questionnaire was an open question directed to experts about mechanisms to enhance social inclusion  for marginalized students, and the second round questionnaire included the mechanisms that resulted from the first round, after deleting the repetitive phrases as well as reformulating and classifying them into four dimensions. The third round questionnaire included the statements agreed on by the experts during the second round with a percentage more than 75%.
One of the most important results of the study was the development of a future vision to enhance the social inclusion  of marginalized students in the economic, social, educational, and technological aspects. Its most important mechanisms were to provide material and moral support to marginalized students in schools, to establish a department to monitor and care for the marginalized in each educational directorate, and to prepare an educational strategy to care for marginalized students in the country, in addition to diversifying means of communication with the marginalized to solve their problems, and strengthen cooperation between the ministry of education and the ministry of social solidarity to place the families of marginalized students among the priorities of their work, and to work out a strategic plan by the state to cover remote areas with communication networks and the Internet, and to provide technological devices at low prices for the marginalized students in schools, as well as paying attention to critical education for the marginalized students; to prevent them from being polarized electronically by extremist organizations.
