The study aimed at contributing to the literature of strategic assets management which consider the higher education institutions as productive institutions consisting of a set of resources and capabilities, and analyzing indicators of strategic assets that may indicate of Insufficient resources, capabilities and administrative decisions that may not meet the development requirements of higher education institutions in Egypt, or Contribute to realize sustainable economic returns for these institutions through A Suggested institutional framework for strategic asset management.
The study has a set of assumptions that there is a difference between higher education institutions (within and outside the strategic balance) in its resources and capabilities. the lack of coordination (these differences) may be a source of sustainable economic return through partnership orientations by establishing strategic alliances as a compromise between complete integration and severe competition.
Another assumption is that the weak organizational strategic return in higher education institutions in Egypt was caused by a lack of institutional resources and capabilities, or absence of orientation towards creating and establishing a strategic alliance.
The study assumptions focus on the links between the reality of Egyptian higher education institutions in terms of resources and capabilities, analysis of organizational implementation problems, and links the concept of strategic asset management at the level of Egyptian higher education institutions with the concept of strategic alliance at the market level.
By analyzing the reality of the strategic sources of a sample of higher education institutions in Egypt, reviewing the models of the universities of Alberta in Canada and University of Tasmania in Australia. The study depended on the Delphi technique to survey the opinions of experts in higher education institutions about the degree of possibility of managing strategic assets in higher education institutions in Egypt by supporting strategic alliances within and across borders. Finally, the study suggested an institutional framework for managing strategic assets in higher education institutions in Egypt considering as productive institutions based on the orientation towards building strategic alliances.
