Suggested Proposal to Support Governmental Higher Education Tuition-Free System And its Quality Assurance

Abstract

Abstract:
            This research aims to give a suggested proposal to support governmental higher education tuition-free system and its quality Assurance, and as a step to approach this, the descriptive analytical method has been used, a questionnaire was applied on a randomized sample of Faculty members in Sohag University, where the sample represents 22% of the research population.
            The questionnaire is consisted of three different axes, where includes twenty-one different paragraphs. The results based on the theoretical theme and the applied one highlighted the importance of keep supporting the higher education tuition-free system, as the tuition-free system has significant importance on educational, social, economical and political levels. Moreover, the researcher has concluded that in despite of the importance of the higher education tuition-free system, yet the government expenses on public universities does not go in parallel with the increasing of social demand for higher education, and this led to a decline in education quality, and thus supporting of higher education tuition-free system is required.
            The researcher proposed a mix funding approach, where a fund would come from the government at the first place, as it should be placing higher education funding as one of the country’s main priorities. As well as supporting the universities themselves to find different self- funding approaches, such as: marketing of scientific research, research projects and scientific consulting. Furthermore, transforming the agricultural, technological and industrial university units to production units, and investing the university special budget boxes in improving education quality. In addition to accountability and reducing educational and money waste. On another hand, Social funding should be supported through banks, endowments and businessmen donations. This mix funding approach should be providing a good education quality for everyone in the Egyptian community.
