Quality Assurance of Pre-university Education in Egypt and France (A Comparative Study)

Abstract

The Current Study aimed to Develop the Egyptian Pre-university Education Quality Assurance System in Light of French Experience in this Field, and in A Way that is Compatible with the Circumstances and Culture of Egyptian Society, and to conduct A Comparative Analytical Study between the two Countries in this Field, and to present a Proposed Vision for Developing the Pre-university Education Quality Assurance System in Egypt in Light of French Experience.
The Problem of the Study was identified in an Attempt to reveal the Features of the System for Quality Assurance of Pre-university Education in both Egypt and France in order to make A Comparison between the Two Systems, and to come up with A Proposed Vision for Developing the System of Quality Assurance of Pre-university Education in Egypt in Light of the French Experience, that suits the circumstances of Egyptian society.
The Study used the Problem-solving Approach in Comparative Studies by Brian Holmes, which is compatible with the Nature and Objectives of the Study. It reached A Set of Results, the most Important of which are:

The Process of Quality Assurance of Pre-university Education is a Global Trend that all Countries of the World, both developed and developing, seek to achieve.
There are A Group of Bodies Responsible for Quality Assurance in Pre-university Education Institutions at all Levels and Stages of Education in Egypt and France.
The Pre-university Education Institutions in the Two Countries are evaluated According to Two Main Stages: the Self-evaluation Stage (Internal Review), and the External Evaluation Stage (External Review).
The Evaluation of Learners in the Two Countries depends on A Set of Tools and Mechanisms, Including: Tests, Performance Tasks, Attendance and Behavior, and Research Projects.
The two Countries are keen to conduct an Evaluation or A Set of Evaluations to Identify the Performance of Head Teacher of Pre-university Education Institutions.
The two Countries are keen to Evaluate the Educational Policies followed in Pre-university Education Institutions.
The two Countries are interested in Evaluating Teaching Practices in their Respective Pre-university Education Institutions, in order to study Different Aspects of the Teaching Profession in Different Contexts.
The two Countries are interested in evaluating all Practices that take place in Pre-university Education Institutions related to the use of Modern Digital Technologies in the Educational Process within these Institutions.

In light of the French Experience in the Field of Quality Assurance of Pre-university Education, the two Researchers were able to formulate A Proposed Vision that may be Useful in Developing the System of Quality Assurance of Egyptian Pre-university Education in A Way that is Compatible with the Conditions of Egyptian Society.
