The research aimed to identify to develop a paradigm for the implementing of the “STEM” system in the basic education stage, know the challenges that may hinder it, and the requirements for implementing. To do this, the researchers used the descriptive approach by revealing the general philosophy of the “STEM” system, and the justifications for its implementing in the stage of basic education, its objectives, advantages and characteristics. In order to develop a paradigm for implementing the “STEM system” in the basic education stage, a questionnaire tool was applied to a sample of (406) basic education teachers in Egypt to verify the research goal. The results indicated that most of the sample agreed on the philosophy, goals, and characteristics of the STEM system. In addition, the challenges facing the STEM application and the implementing requirements received a high response. Therefore, the researchers developed a paradigm that included some practical procedures through which the “STEM” system could be applied in the basic education stage in Egypt.
