This Research aimed at providing a proposed vision of activating cyber education in Egyptian pre-university education in the light of some contemporary changes. The research employed the descriptive approach and the predictive approach, represented in the Delphi technique. The research also used the questionnaire as a tool for obtaining data concerning the consensus of some experts from university teaching staff and Ministry of Education experts, in addition to content analysis of information technology syllabuses for 4th to 6th primary grades, and computer syllabus for both preparatory and secondary stages, in order to recognize the main necessary requirements in pre-university education for activating cyber education among students in the light of some contemporary changes. The research concluded with the consensus of experts on the importance of necessary requirements to activate the role of pre-university stages for cyber education at a high degree. Therefore, the research introduced a proposed vision that may benefit decision makers to make the required decisions concerning cyber education, activating it at all stages of pre-university education.
