Abstract

The study aims mainly to benefit from High reliability organizations and their implementations in the United States of America and the United Kingdom in developing public secondary schools in the Arab Republic of Egypt.. In order to achieve this goal, the study used " George Bereday" approach with its four steps (description, interpretation, Juxtaposition, and comparison) , Then clarify the theoretical framework of high-reliability organizations in contemporary administrative and educational literature , The study then examined the current status of implementations of high-reliability organizations in secondary schools in the United States of America and the United Kingdom, followed by a comparative analysis step, The study then proceeded to analyze the reality of the Egyptian efforts made to develop public secondary schools in light of the concept of highly reliability organizations, and clarifying the forces and cultural factors affecting it. The final step includes proposed procedures that contribute to the development of public secondary schools in Egypt in light of benefiting from highly reliability organizations and their implementations in the United States of America and the United Kingdom, taking into account the Egyptian cultural context.
