A suggested proposal of the necessary Functional competencies for public education teachers in Egypt to apply electronic learning

Abstract:
The research aimed to identify the most important functional competencies necessary for public education teachers in Egypt to implement e-learning; Through an intellectual framework that reflects the philosophy of functional competencies, as well as a conceptual framework for E-learning highlighting its characteristics and patterns and identify the theoretically relationship between functional competencies and e-learning; The research used the descriptive approach, and the questionnaire as a tool for data collection, which included three main axes: the competencies of using modern technology and information sources, the competencies of managing E-learning platforms, the competencies of communication and electronic guidance for students and their parents, The questionnaire was applied to a sample of (148) experts from the faculties of education in Egyptian universities. The research indicated that the response rate on the questionnaire axes as a whole came to a high degree, as well as on its three sub-axes. the research set a suggested proposal that includes the functional competencies necessary for public education teachers to apply e-learning.
